Rubén Heredia

Rubén Heredia holds a Law Degree from the University of Cadiz and a Master’s Degree in Intellectual, Industrial Property and New Technologies from the Autonomous University of Madrid.

During his professional career he has always been linked to legal advice within the ICT sector for both private and public entities. This double activity has allowed him to have a complete vision to better understand the needs of the different legal operators. His professional career has focused on consultancy and advice to the Public Sector and private technology companies on administrative procurement, in particular, Public Procurement of Innovation through the use of procedures such as the Competitive Dialogue or the Innovation Partnership. He has also led the complete management of tendering procedures for contracting bodies and for the legal area of companies, among these functions: Advice on the drafting of specifications, preparation of special appeals, allegations, reports, contractual modifications, penalties, termination of contracts, drafting of assignment of contracts, adaptation of statutes as own means, administrative reports on contracting, risk analysis, economic rebalancing of contracts and concessions.

She currently leads the area of public procurement of innovation at Zabala Innovation, advising both public and private entities on the entire life cycle of Pre-commercial Public Procurement contracts, Public Procurement of Innovative Technology, as well as Regular Procurement of Innovation.
