The Connecting Europe Facility (CEF) for Transport is a funding program designed to support the development and upgrading of transport infrastructure across Europe. Its main goal is to create a more efficient and interconnected transport network by investing in roads, railways, ports, and airports.

Sustainable, integrated and

efficient transport network

CEF Transport supports both the development of new transport infrastructure and the rehabilitation and upgrading of existing facilities. 

To be eligible for CEF Transport funding, projects must contribute to the development of the Trans-European Transport Network (TEN-T), which includes: 

1. Railways

2. Road Transport and multimodal freight terminals

3. Maritime and inland waterways

3. Air traffic Management

CEF Transport supports:

  • Projects that address bottlenecks or close gaps in the Core and Comprehensive Networks.
  • Innovative projects aimed at improving infrastructure usage, reducing environmental impact, increasing energy efficiency, and enhancing safety.  
  • Initiatives that advance traffic management systems.
  • Cross-border projects enhancing connectivity across borders. 
  • Infrastructure projects supporting alternative fuels, including charging points for electricity, hydrogen, and natural gas.
  • Projects adapting the Trans-European Transport Network for both civilian and military purposes. 

Funding is available for both investment projects and, in some cases, preliminary engineering studies to initiate these projects.

After the Grant Agreement is signed, we support administrative, legal, and financial tasks.

Funding mechanisms

Investment projects in infrastructure usually receive funding from CEF Transport covering 30% of eligible costs. However, this rate increases to 50% for certain topics and studies. For cross-border actions or in isolated areas, funding can reach up to 70%, and in cohesion fund countries (such as Poland, Portugal, and Romania), it can go as high as 85%

The grant will be a unit grant. This means that it will reimburse a fixed amount per unit, based on unit costs, unit contributions or financing not linked to costs. This funding scheme is only used in two priorities: AFIF (Electricity recharging infrastructure deployment) and ERTMS (European Rail Traffic Management Systems on-board and track-side deployment).
